Chula Vista is at the forefront of opportunity offering the most developable land in San Diego County with options for housing, education, industrial and commercial projects.
Some new and upcoming projects include:
A partnership between the Port of San Diego and City of Chula Vista, the 535-acre Bayfront redevelopment envisions a world-class destination in the South Bay for people to live, work and play. It is designed to create new public parks and recreational adventures, improve the natural habitat, offer new dining and shopping options, provide a world-class hotel and convention center for residents and coastal visitors to enjoy. The Gaylord Pacific is anticipated to open in 2025 with 1,600 hotel rooms and spacious suites.
The Chula Vista Bayfront is ready for the spotlight, with a massive, $1.2 billion facelift underway. Centering around a new hotel and convention center, the project includes much more: parks, a beach, and a new bike path are all in store, plus an RV resort and future residential development. It’s the type of project that carries the potential to bring a whole new generation to an oft-overlooked part of SD.
Expected to be finished in 2025, The Port of San Diego and the City of Chula Vista are teaming up on the 535-acre project, here’s what’s happening:
(A) Harbor Park
The new Harbor Park will double the existing Bayside Park already on the water. When it’s done, it could include more beach space, paths, picnic tables, restrooms, a portion of the waterfront promenade, and a boat launch, fountain, playground, café, beach rental building, hand-launch ramp for non-motorized watercraft like kayaks and paddle boards, and new pier at H Street. The existing fishing pier will remain. Harbor Park and Sweetwater Park will take up more than half of the new park space planned for the Chula Vista Bayfront.
(B) Safe Harbor Marinas
The Chula Vista Bayfront masterplan is considering enhanced public access, a larger promenade, and increased restaurant and retail space at the existing marina, but no decisions have been finalized.
C) Gaylord Pacific Resort & Convention Center
The Gaylord Pacific Resort & Convention Center is intended to be the centerpiece of the Chula Vista Bayfront’s redevelopment. It will include up to 1,600 hotel rooms and a convention center with four ballrooms, three levels of meeting space, and two outdoor meeting and event lawns, plus retail spaces and a pool with a lazy river and spa. When it opens in the summer of 2025, it will also feature public park space and a public promenade.

(D) Living Coast Discovery Center
The Living Coast Discover Center opened in 1987. There are currently no changes planned for the zoo and aquarium.
E) Sweetwater Park (Sweetwater Bicycle Path and Promenade)
Under construction now, this park will accompany the already-built Sweetwater Bicycle Path and Promenade, which connects Bayside Park (the future Harbor Park) and the marinas to the Living Coast Discovery Center and the new Sun Outdoors San Diego Bay RV resort. The path has a truss pedestrian bridge, benches, overlook areas, native trees, and other landscaping.

This RV resort includes a combination of RV sites and vacation cottage rentals with resort amenities, including a café and bar, indoor and outdoor gym, arcade, welcome center, and pool.
(G) Pacifica Residential
A residential, hotel, and commercial development. The Pacifica Residential could include 1,500 condos, plus up to 420,000 square feet of commercial space and a 250-room hotel. According to the Port of San Diego, it’s designed to be pedestrian-friendly, with wide public plazas and walkways.
Cal West, one of the largest privately-held home builders on the West Coast, together with investment partner IHP Capital Partners, has acquired the former Sears property in Chula Vista, California, and is working on the transformation of the 13.35-acre site into a thriving residential community. Representing the major residential component of Chula Vista’s revitalized waterfront, Cal West will execute a thoughtful adaptive reuse plan for the development of Citrus Bay, featuring 244 new townhomes.
Citrus Bay will offer a total of 244 residences in two distinct product types. The Towns at Citrus Bay will be a collection of two-story motor-court homes and The Courts at Citrus Bay will feature three-story courtyard homes. The Towns will offer up to almost 1,800 square feet with up to three bedrooms and two- and one-half baths. The Courts will range up to more than 2,000 square feet with up to three bedrooms and two- and one-half baths. Citrus Bay residents will have access to a private community recreation center with a pool and park.
Cal West plans to begin pre-sales at Citrus Bay in the spring of 2024 with a grand opening anticipated for the fall of 2024. Additional details on the homes and expected pricing will be released once finalized.
Located at 565 Broadway in Chula Vista Center, the Sears location closed for business in early 2020. As the need for attainable housing continues to grow, Citrus Bay will be situated close to major employment centers and directly adjacent to abundant shopping, services and employment, including the Scripps Mercy Hospital
In addition to Citrus Bay, it recently announced that it will introduce its Haddington line of homes at Côta Vera at Otay Ranch where construction is underway on a collection of 127 for-sale homes. Haddington at Côta Vera is the first-ever 55+ community in Chula Vista and will afford its residents the peace-of-mind of aging in place in a location close to friends and family in an intergenerational living environment.
Conceived to provide a high level of social vibrancy and ease of living for its residents, Haddington's single-family homes and paired residences are infused with European charm and will feature coveted single-level living as well as a two-story design with contemporary Spanish, Cotswold Cottage, and Farmhouse-style architecture. Homes at Haddington will range from 2 to 3 bedrooms, 2 to 3 bathrooms, and approximately 1,453 to 2,226 sq. ft. of living space with a 2-car garage, private yards, and select views.
The City of Chula Vista is committed to creating a University and Innovation District on 383-acres of fully entitled, shovel-ready, city-owned land in eastern Chula Vista. The City is actively recruiting a unique mix of academic partners in an effort to cultivate an environment different from a traditional university campus that will integrate with commercial, retail, and residential development in an urban, mixed-use setting. This will provide a collaborative learning and research environment for engaging students, faculty and corporations in the creation and application of knowledge for cross-border economic, social and cultural development.
Chula Vista voters approved Measure P – a temporary, ten-year, half-cent sales tax to fund high priority infrastructure needs. Collection of the sales tax began April 1, 2017. The sales tax is projected to raise $178 million. The Infrastructure, Facilities and Equipment Expenditure Plan guides implementation of Measure P sales tax funds. Major projects include the construction of two state-of-the-art fire stations, major renovation of Parkway Pool, miles of roads repaired and renovated, new sidewalks, building improvements and more. Projects underway include the redevelopment of a new Community Center at Loma Verde, renovations at Civic Center and South libraries, and new playground equipment and outdoor furniture at parks throughout the city.
The Riverwalk project in Mission Valley, San Diego is a 195-acre mixed-use development that aims to revitalize the area around the San Diego River. The project is a joint venture between Hines and the Levi-Cushman family, and was approved by the San Diego City Council in 2020.
At build-out in 2035, Riverwalk will include 4,300 apartments and condos, 152,000 square feet of retail stores, 1 million square feet of office space and a new trolley stop. The project, which is bisected by the trolley line, will feature a downtown-style main street.
The Port is pursuing potential redevelopment of the Central Embarcadero. The project proposes a mix of uses including extensive plazas, parks and promenades; piers and marinas; hospitality, retail and restaurants; commercial fishing uses; multiple visitor attractions; an urban beach; and educational uses. The proposed project covers approximately 102 acres – 39 acres of land and 63 acres of water.
